You would think...
But I think it's currently being interpreted more broadly as in anything related to their capacity as an elected office holder of their respective chamber. In some cases I think folks have used it to outright slander their election competition or other candidates, then use S&D as immunity/defense to any legal remedy.

Hence my comment above that it should only be on the floor or in immediate response to active agenda items on the floor of their respective chamber.

Okay, UCMJ out of my bailiwick but does a federal court even have jurisdiction absent a habeas corpus which is not applicable here? My gut says they do not.

My gut says they can find a judge that will be willing to invent his own jurisdiction if need be...
