The teachers are being required by Oklahoma to pass an assessment of basic knowledge and facts about this the United States before receiving a license to teach in their state. Sounds like a licensing exam to me, same as most states do for dozens of other professions. Oklahoma is well within their rights to require this before granting the license. Their state, their rules. If you are against licensing in general for all professions, then I understand your argument.
