I've been thinking on this as well and I think I figured it out.

The police know that the dissenting public are defenseless targets and therefore an easily dispatched enemy. They'd rather do an easy task and get their pay than stand up against their coworkers. It's a "I'm just following orders" mindset.

They also think that new islamic regime will keep them and reward them for helping to install the islamic regime. After all, once all of the complaining citizens are locked up, the country will be a paradise and policing will be so much easier.

The police don't comprehend that instead they will be the next on the elimination list.

You have to dial out a bit to understand who is actually pulling the strings. As a whole, the current monetary system of the civilized west is failing. Many of the European economies are failing much quicker than the US due to the compounding stresses of funding socialist programs. Capital flight has become a serious issue in the UK due to "tax the rich" efforts by their majority progressive liberal politicians. The US is on the same path though we are the reserve currency, so we have that going for us a while longer.

The central banks know full well that government debt levels across the board have reached critical mass and inflation has turned most fiat currencies to dust. It stands to reason that they already have a plan to either limp this current system along or install a new monetary system which places even more power in their hands. I speculate they do not want a lasting breakdown in social order; just long enough to get their new system in place and trouble enough for weary people to be hungry for a return to relative safety and comfort.
