You really only need Step 1. If the location doesn't need to deal with frequent shoplifters or shooters, it's much easier to convince a private-sector grocery store to move in.

Back before the Cold War ended, a delegation of Soviet Union high ranking Generals toured a few of our military installations and the two things that they were impressed with is how we trained both officers and enlisted and our commissaries.

In fact, they almost accused the delegation hosting them of setting up the commissaries as "propaganda" for them for they could not believe both the amount of food and the selection for purchase by the average Soldier.

That's correct. I just can't understand how there are still so many people in this country that want socialism/communism. What is so attractive about it? There is example after example of it failing, yet a ton of libs just scoff at history and claim it will work this time. This city run grocery store failure is a perfect example. Do these people not do any research before spending millions of dollars on these doomed to fail projects?

I've been disappointed in Mayor Whitmire so far. I heard the talk before his election that he was an old school liberal Democrat that would make things happen and get results. I found this hard to believe as every liberal I know is lacking common sense.

Well I went downtown last weekend and the streets are still a disaster. The airport is still a colossal F up, trash service is a nightmare in some Houston neighborhoods. So just what has Whitmire fixed? Nothing that is apparent to me and I live in the city limits.

Generally speaking, food deserts exist because grocery stores have decided that their stores aren't safe or their "loss" is too great to be profitable. What those areas need is greater police presence, not some "government" store that's going to lose a ton of cash.
