In the Bureau of Prisons file, apparently. How it got there, I have no idea but inmate mail is usually scrutinized closely as in with whom are they communicating. I noticed the lack of inmate number on the return address. That would have slowed processing. Because it would not go into the appropriate inmate's mail file.

Theres even some poorly redacted files where they just used the black highlighter tool in a pdf program as well, so if you copy paste text you can see what was written underneath.
