It didn't because the right has incredibly short memories and is too optimistic their leaders that duped them last time will not dupe them the next time. Yea I've been stocking up. I have chronic pain & nerve pain. Had numerous shoulder surgeries from baseball & Marines. Using Hometown Hero products has helped me the most. Allowed me to get off prescription pain medication

I don't need THC products, legal or otherwise. But I like having the freedom to choose whether or not I purchase them. How adults choose to wind down in the evening is none of Dan Patrick's f'n business. Abbott could've shut this down the day it was passed. But he's going to sit on his hands and do nothing for fear of pissing one side off, so he chooses to piss both sides off via cowardly inaction.
I hope I'm wrong and he signs the bill or the veto, but I have no faith he has the guts to do either.
