A black market will still exist because the drugs will be taxed and regulated, which drives up the cost significantly. Look at states that legalized marijuana, like CO. Huge black market.
A black market exists in CO because CO is an island where it is legal. Remove the fact that everywhere around CO is illegal and it becomes just like alcohol and cigs here.
Both have a black market, but it is so damned small that nobody really pays attention to it. I couldnt' even tell you where I could buy black market cigarettes. It's never crossed my mind to try to find them. I have to try pretty hard to find me moonshine anymore either. I can find it, but I have to put in some effort. Way more effort than driving 10 minutes to the nearest Specs or Total wine and having a massive selection of bourbon and tequila to choose from that wasn't made in a garage or bathtub. No reason to seek out black market beer when I can go to Bucees and get it off the shelf, legally. Legal weed would mean not have to worry that some chollo in Juarez decided to toss a little fentanyl or angel dust in just to mess with the stupid gringo up north that is buying his stuff.
We tried the whole "make a vice illegal" thing once back in the 20's. Didn't work out very well. In fact, all it did was create a huge black market, create crime, create government bureaucracies to combat the crime that government created (funny how that works) and ultimately the light bulb came on that making alcohol illegal didn't work, so it became legal again. And boom....the black market disappeared almost overnight.
