That is 2%. Not good enough. He needs to up the ante and give another week and begin layoffs of DEI and other unwanted roles (not mass layoffs unless a department itself is being canned).
Correct this is not good enough.

Should have given a buy out amount and then a date where as that amount lowers to a much less amount.

Your going to fire 50% of the VA nurses in the ICU and 50% of the VA doctors with hip surgeries scheduled?

Good luck with that.

Why do people always assume a stated percentage means that percentage distributed evenly?

A small amount of critical thinking would show that it's possible to trim more from an inferior segment and trim less if any from superior segments.

You know as well as I do that this isn't an even percentage across every single specific group of government employees.

Nice try though. And by that I mean, good god...

The largest Federal workforce, by a wide margin, is the VA. After that it's the military. Everything else pales in comparison.

Where does the 50% come from then?

What I can't guess is whether or not the good folks leave or stay.

Do you stay in the hopes that all the dead weight in your department leaves, or do you go because maybe the rest of the good guys are leaving, and you don't want to be left in a department of dead weight that refuses to leave.
I think it depends on the department.

I was offered a position a the VA in December of 2023 and I just started working December 2024 because of a prior hiring freeze. Had to work somewhere else for a good while.

I don't plan on going anywhere soon as I just started. I love my job and serving Veterans.

The emails we have been receiving from HR and OPM are crazy!

If 80% of 20+ departments are useless, and 100% of others are useless, they can be cut. At the same time, some departments require no cuts. Logic isn't as difficult as some people want it to be.

It really isn't that hard unless you're wanting to be.

Also, all the bureaucrats and other administrative positions would be the first to be considered for termination, and could easily account for a significant percentage of this category. The actual important staff who provide the true functionality will remain unscathed.

It is because govt always protects itself when forced to cut spending. Local govt cuts public services instead of bureaucrats. Fed govt closes natl parks that don't even have attendants. Make it hurt the tax payer as much as possible to show him much we need govt oversight.

As stated in my edit, you can trim a significant number of people even within important departments. It would not be surprising to still see a huge percentage of your example who will not be missed, and who would certainly not impact the care and functionality where it actually matters.

You could easily fire 30% of the VA workers and not touch a single frontline healthcare professional. I bet you could fire a good chunk of frontline and get it to 40% of just that department easy! Add in totally nuking other departments and 50% is absolutely attainable and you wouldn't even miss a beat as far as providing service.

This.

As I walk around the VA and see so many employees doing a whole lot of nothing , I often wonder what their job is. I'm often in the community working directly with Veterans, that keeps me plenty busy.

As with any government entity, there's a lot of fat to trim.

Are you intentionally trying to be obtuse …? Several people have given you answers but you apparently think the VA is entirely made up of nurses in the ICU and doctors performing surgery…which is laughable.

There are plenty of aspects that can be trimmed both within and preferably outside of the VA to get to 50%, even though 50% is an arbitrary percentage for this conversation..
