Pension is a big issue, particularly for relatively long served employees (10+ years) who have been required to pay in yo the pension program. Sure they can withdraw their contributions but, unless I'm mistaken, they don't receive any gains or match. So, say you've been paying in for 15 years, you're not going to want your retirement fund to take a giant kick in the nuts if you can avoid it.

That's not to say that this doesn't need to happen, but I can see why a lot of people aren't going to just walk away voluntarily for a few extra months pay. If you're halfway to retirement then you're looking at setting yourself back significantly.

That still isn't fraud. The issue is that so many disabilities have been codified by law that anyone who serves a long time or through multiple deployments will have most of the conditions ratable when they exit service. For example, having sleep apnea and a CPAP is 50% right off the bat. How many people will develop that normally? A lot. So you can't accuse the veteran of fraud because he didn't lie, his doctor didn't lie, and neither did anyone else. Then you add up all the other things that amount to 10% here and 30% there and before you know it you're at 100% without telling a single lie, faking anything, or having a doctor forge a single form.

The largest Federal civilian workforce, by far, is the VA system. VA employees were told by management that their jobs would likely be exempted from participation. Even if they do click the "resign" button they have to keep coming to work until it is determined if health care workers will be prohibited from accepting.

Having an arbitrary deadline with questions that aren't answered is not the way you get people to sign up.
