We aren't seeing it here. We are seeing "it" abused here. He has already said he agrees that it needs to be reformed and shouldn't be used as a replacement exercise. There is a big difference in making it "automatic" for the very top and bightest and just allowing mass immigration. It seemed it worked for us during Operation Paperclip.Ags4DaWin said:

He has been insulated from the reality the masses face for so long by his wealth this is a fight he knows nothing about first hand and needs to sit it out.

Bringing in immigrants without any means test for ability and productive value.
The best thing we could do regarding H1-B's is mandate that if you bring them in, you have to pay them the state mean salary for that position. And tax the company for using them. Use that extra tax as a way to bolster SS.
That way if there is no equivalent American talent, they would legitimately hire the foreign worker.
If there is equivalent american talent then there is no financial incentive to look outside the US. They actually get penalized via the tax for bringing in a foreign worker.
If you believe that American workers will not work as hard, then paying the industry average will mean you get more quality for hiring outside the US.
Let the tech boys put their money where their mouth is and prove Americans won't or can't do the job.

Operation Paperclip was all composed of people who would have qualified under the O-1. Further, comparing Wernher Von Braun to anyone using the program now is insane. These are not the best and the brightest.
It's incredible how people keep using that as an example of the best and the brightest yet we see cashiers and plumbers on the H1-B lists in direct defiance of that.
They're also choosing to ignore what operation paperclip was used for.
The Germans where brought here, used to educate and improve american engineering, then largely sidelined.

There are a lot of folks who want serious reforms to H-1 policy that will make it make sense and solve the problems that you are talking about. There are also a lot of folks with a lot of rage and they want to pout and scream instead of talk about a sane way to fix it. Stopping legal immigration isn't rational.
Unfortunately the guy who has the best plans to solve problems like this is still persona non grata to Trump so he is just doing it in Florida on a smaller scale. The work he is doing with trade schools and education reform that heavily favors people from Florida is what we should emulate on a national scale but that isn't going to happen with the guys Trump has around him.
