This is just one of the myriad of scams with the system. There are numerous other ways it can be done.
This is silly. If a big company is hiring 40k workers and paying 200k for them, they can easily be out performed by companies that hire high level workers for 150k directly.
The market fixes all this.
Is it bad how h1s restrict how the workers can move companies, yes. Fix h1, don't stop bringing in hard workers.
