If due diligence is done, and it's found that what was done was illegal, then whoever called the shots should be held accountable.
If the generals were found to be following orders, orders that aren't found to be illegal, then if those generals are still court-martialed because a president (Trump) is mad at them for what they did when he wasn't president, then wouldn't that make precedence for the next president to do the same to his generals if they don't like what they did?
It seems like a very slippery slope.
