Yes and no.

If you aren't registered to vote and still want to be eligible for the $1 million, you have to register to qualify. Additionally, PA residents will receive $100 automatically if they are registered and sign the petition. IF they aren't registered, they have to do so in order to get that free $100. That is why the DOJ is concerned. But they haven't charged him with anything so far.

That is also separate from the PA laws surrounding Sweepstakes/Raffles/Small Games of Chance.
There is a license and registration process and it's unclear if Musk and the PAC followed that process. Even if they did, there are strict limits on how much you can give away and $1 million blows well past that limit even with a special raffle permit. The weekly limits are also likely exceeded as he is giving $100 to every PA resident that signs his petition.

And that is still separate from the civil case the Philly DA brought under the Unfair Trade Practices & Consumer Protection Law (UTPCPL). Under that law, Musk and the PAC could be on the hook for $5K per violation. But as it is the Philly DA who brought the suit, it is only concerned with residents of Philadelphia County.

The best part to me was the judge laughing at/mocking their whining about not getting the optics of him being dragged into court for a scolding. Their plan was clearly to make this into a big news story about another corrupt/evil Trump ally being threatened in court.
