Its not even requiring them to register to vote to qualify, they can already be registered. Its simply to sign a support petition.

Procedure nerd correction:
The judge did not remove the case. It was removed by Musk's lawyers when they filed notice of removal in federal court. State court permission is not needed. The federal judge will decide whether to remand it back to state court.
