Distributed denial of service. You overwhelm targeted sites or servers with fake traffic stopping it from getting real traffic out.

Distributed denial of service. People basically use scripts to hit the servers hosting something which bogs it down to be unusable.

Usually you fix this by blocking IP blocks

if you happen to fall into a range that overlaps with a problem subnet you wont be able to connect

The also may have capped new connections

Maybe but not all DoS attacks are the same. Though one of the oldest tricks in the book. It takes many forms.
