I don't find this credible. Snipers inside a bldg with no vantage point and didn't confront a suspicious person. How come they saw the backpack but no rifle?

Other than finding the range and calculating the ballistics for a rifle shot, is there any other legitimate use for a rangefinder? Obviously wasn't golfing. Some photography something, perhaps?
Because if there's not alternative uses and they were able to tell that he was using a rangefinder then they surely knew that he was setting up a shot. How could any LEO not put the pieces together?
