Pretty sure it's an AAFES thing. Popeyes/subway/charleys, etc are typically in the BX/PX/express while the BKs are typically (not always) stand alone structures.
I think the NEX must have a deal with McDonald's as I've seen them at Coronado & Pearl (limited sample size I know) Only AF/SF base I've seen a McDonald's at was Peterson SFB but it shut down during the lockdowns.

The DoD has $797.7 Billion in discretionary spending. Roughly $256 Billion of that is allocated to the Navy. The dock, if it did cost $320 million, only accounted for 0.125% of their budget, which I doubt it did, as the funds probably came from some other part of the NDA Fund.

Serious answer... This thread seems to be mostly platitudes and shallow retorts, but here goes.

The Army has it's own ships. There are parts of the logistical chain that are under the Army's control. Think along the lines of the recently rented invasion of Normandy. It was (I think) well over a month before the allies secured a deep water port to move men and materials ashore. Until then they had to build and operate a temporary harbor. That involved construction a large breakwater and floating piers that cargo ships could dock alongside. It was the Army then and is still the Army today.

Yes this is a reusable system and I'm truth major elements don't get the funding they need for the necessary maintenance. See the YouTube videos on the channel I mentioned that's in a comment quoted just above this one.
