It's legislation that prohibits law enforcement from doing anything about the people flooding across the border until 5,000 cross.

That is 1.8 million a year BEFORE the flood can be stemmed.

Legalizing an invasion is not good legislation.

No it doesn't. That threshold allows for the border to be shut down entirely, including to commerce. Which is a drastic measure.

The bill also allows for the hiring of over 1000 new BP officers, immigration judges, and establishing new processing centers.

Some criticisms of the bill are in good faith, but the all out attacks on it being an "open border bill" are bad faith BS lodged by Trump and his supporters. Again, because Trump does not want Biden to address the issue that Trump wants to run on. Trump's words are purely out of his own self-interest.

I would love to see congress write into law an immigration bill that includes criminal enforcement measures against executive branch officials who refuse to enforce the law as written. Basically a "The Secretary of Homeland Security SHALL take all measures necessary to ensure that illegal crossings of the border are eliminated to the degree possible and that any persons detained while crossing illegally are returned to their home country within 72 hours of detention. Failure to enforce this provision shall result in a fine no less than $10,000 per day and incarceration for a minimum of 10 days for each day the provision is not enforced."

I know it would never happen, but that is the proper way to ensure that the executive branch does their job and that the power is properly balanced between the three branches of government. If the executive branch simply refuses to enforce the laws that the legislative branch passes into law without facing any consequences, you effectively neuter the legislative branch. There has to be a consequence for failure to enforce the law.
