Israel has long considered Hezbollah the greater threat. They've concentrated their intelligence operations there, and they have been reaping the rewards from it the last few weeks.
However, while doing this they seem to have turned a blind eye to Hamas. Missing the signs of the Oct. 7th attacks was just as big an intelligence loss as the exploding beepers were an intelligence win.
