If Mexican drug cartels launched this kind of barrage on El Paso or Tuscan or LA we would send whole divisions of ground forces to find them after reenacting the Shock and Awe air campaign over Baghdad and tell every and any country that complained to pound sand - including the Mexican Federal Government.
