Teachers created that culture when they allowed administration to dictate that both students in a fight get punished regardless if one was defending himself.
Society created that culture when they demanded that teachers cpuld not touch students.
Parents created that culture when they stopped supporting teachers.
From a meta POV there is ALOT of blame to go around.
It's gonna get worse before enough people get sick of it that they demand change.

A lot kids with a discipline or socialization issue are now special needs. It's a wide spectrum. If he's that special needs that he's dangerous, he shouldn't be in a normal school.
You're right but, at least in texas, they do everything they can to keep them in normal school and progress them along.
Because of equity. Or money. Or both. The kids come last in the isd's equations.

I think it has very little to do with getting sued.
People just don't want to get hit. Im going to assume that most of the people responding to this thread are males (given the responses).
The situation posted looks entirely different if you are a woman. I worked in a school where teachers were afraid to be out in the hall because of a fear of getting hit or beat up. It's an awful environment. Most teachers don't get into teaching expecting that physical harm is going to be part of the reality of the job. Almost none of them were trained in self defense or how to safely break up fights. At the end of the day, its a scary situation to put yourself between people in a fight.
When you are in a high school the level of injury increases quite a bit. I never had a problem stepping in to help out a coworker, but towards the end of my teaching days I sure as hell thought twice before getting in between students. If a student got knocked down or can't defend themselves, obviously you step in. I actually started using a survival whistle to break up fights. Some loud blasts from 130dB whistle broke up way more fights and dispersed crowds much quicker than I could by myself.
Getting beat up sucks and most people are going to do everything they can to avoid it. Its why I ultimately left teaching.
