Catapult is something lots of platforms have, but the Penguin takes quite a bit of time to set up.

Putin is clearly calling Trump's bluff and is not interested in a negotiated peace deal because he believes Trump will not significantly increase aid to Ukraine in the short term. He's buying more time for more military gains on the battlefield while the Trump administration vacillates on a response.
