More likely Russia is considering an even larger scale attack than previously launched with conventional missiles/bombs. They can cause massive destruction without triggering the outside intervention that nuclear employment would.

Assuming Russia still has the capability to attempt that, their window of opportunity is rapidly closing with NATO's plans to rapidly upgrade Ukraine's air defenses.

Right. Was just trying to think of what weapon deployment might lead to such an order where one could think it was preliminary to nuke. The China one especially is significant-- they would have inside info.

I listened to some info on it earlier this year that indicated it to be inferior but I don't recall the specifics. Will have to go back and hunt for that info if nobody else knows offhand.

They were at the beginning of the war. In the first days, Chinese citizens attempting to flee Kyiv were told to put Chinese flags on their cars so the incoming Russian troops would recognize them.

After Russia withdrew away from Kyiv a lot of embassies reopened and I'm sure some foreigners returned.

Doubtful. Russia and Belarus have announced "training" in Belarus. Russian troops are arriving there in significant numbers. The last "training" exercise resulted in an invasion. My guess is they will attempt a huge aerial bombardment followed by another attempt at a ground offensive.
