It's always circling somewhere. They're based out of Tinker AFB in OKC, we see them on ADS-B over the Panhandle all the time.

Other videos would support this assertion. One shows a Buk system attack where the TELAR was attacked, exploded, causing the TEL in close proximity to also eventually explode.
