The airlines are already on record as being against vaccine mandates domestically, however that was also early in the pandemic. And since then, UA and DL have been pretty left wing in their support of government on all things covid.
I do not expect the airlines to fight it this time around if it's proposed. It's been a done deal internationally for many months and UA and DL will probably gladly adhere and then brag about it.

Did a little digging on A416. It's been introduced yearly by 1 legislator since 2015. It has no co-sponsors in any year yet and never got a vote so far

But the Court can issue statements. Not about how they might rule but about past case law and their disinclination to overrule stare decisis, without a particular fact situation that is ripe for actual controversy.
I don't like it at all but too much damage can occur before SCOTUS can act according to their and the appellate rules.
