There are other options besides nukes. Crippling cyber attacks, ot even popping off an EMP would have disastrous effects that would destabilize nations. Or. If there's blood in the water. NK or China launching their own aggressive asymmetrical attacks. From sabotage etc... a full frontal tmattavk doesn't need to occur in order to create chaos.
Which is why I mentioned ejecting everyone with a Russian visa.
