ADS-B Exchange may have more data because they don't comply with block requests. That said, military doesn't require ADS-B out, so they can turn that off and ground stations won't pick anything up. Local radar coverage is usually limited to Mode C transponders at a minimum, and those can be turned off easily. Would expect any military aircraft to turn them off in this situation.
