That opens up another question. The Americans must have known things were deteriorating fast. No we should have held Kabul because we apparently have 10-15k Americans who are now hostages. We should have denied the Taliban access to the city until we evacuated our citizens. Without the Taliban in the streets we probably would have completed that mission by now.
And we were already funding all of the things you listed anyway.
