Now, if a person dies prior to the election and someone else receives their ballot, they would have to know their ID information and their signature would have to match. I will concede that this may be possible, but certainly not on a premeditated scale many claim are happening. I will also concede many states do allow votes to be counted if a person dies after they submitted their ballot.
