If Trump had done this, your side would have screamed about closing the border, protectionism, anti-free market, nationalism, etc. etc.
Funny, the Democrat author of this bill got it passed in the Senate in 2011 and 2013, and it stalled out while Obama was President. He did not reintroduce the bill at any point in the Trump Administration.
Perhaps he didn't want Trump to sign the bill, which unanimously passed both houses. (Representatives are dumb, they aren't stupid)
