He is presumably quoting the director of his state's health department. I would hope he considers her an expert or else why would he have her in that position?

I'm a small government guy, but even I think one of the jobs of government is to manage a pandemic. What a complete, systemic breakdown. This isn't a criticism of the president or a party. It's a criticism of our government's failure, at every level, to fulfill one its basic responsibilities.
