there is some truth in that sometimes too much testing is its own vector, putting positive cases in waiting rooms
there are ways around this. nurses coming to your doorstep, in home kits, drive thru swabs... but that Infrastructure isn't in place in addition to the testing apparatus

I honestly think the best advice we can give until testing gets better faster is to tell old people to shut in like hermits and only come out for groceries or medical emergencies
take the cohort at most risk out of the equation. that won't tank the economy. it'll save lives. most would be retired or close.

The Asia Times reported today that South Korea has a mortality rate of a "mere" 0.7%. And that is probably high because they are only able to test 20,000 per day. So, the denominator in their 0.7% is too low.

The response from a bunch of entities not being guided by objective, rational scientific reasoning really have bearing on nature or severity of the outbreak.
This may or may not be a "big deal", but the fact is all of this is being driven by media fueled hysteria.
