Even if we accept congress effected the release. It also ignores the possibility the plan was to hold the payments until the last day to legally withhold the funds, with or without action by Ukraine.
PS: It doesn't matter, because Trump still had time to legally release the funds. So we still aren't discussing criminal activity.

Meaningless. Pressuring Ukraine to open an investigation and publicly announcing it aligns them with the US DOJ & Trumps foreign policy. Hence why he asked them to work with Bill Barr on BOTH sets of investigations.
But keep trying. An investigation still doesn't meat the legal definition of "something of value".

Trump had until the end of September to legally release the funds. If it was that vital, why did congress leave so much time to write the check?
