These companies can't finance themselves...and if they make financing the oil companies difficult they can really hamper that industry. Seems like they tried something similar a few years ago by trying to make gun manufacturers liable for and crimes committed by the eventual gun owners. Had that succeeded....

And that's the long con to create their 21st century caste system. They will make lending so difficult for businesses and people that only the wealthy will be able to afford to investing and upgrading opportunities.
