When Allred is campaigning by claiming to be flip flopping to issues that Cruz supports, all they have is the abortion issue, an issue that was sent to the states so that a US Senator has no influence, and Ted's Cancun trip, during which he could do nothing as a US Senator.

As Cruz pointed out during the debate, based upon the issues on which Allred is campaigning, he would be able to do more by running for state Senate rather than US Senate.
