Congress claimed it created the SES to provide a government-wide, mobile corps of managers within federal agencies. The SES, comprising career appointees who are chosen through a "merit staffing process" HAHA that's a laugh, it's supposed to be the link between the politically appointed heads of agencies and the career civil servants within those agencies. What it is is the dark underbelly of the swamp, who basically run a shadow government controlled by big money and power. It's the DC mafia sotospeek. They are a protected class within the bureaucracy that are close to impossible to fire, and are the most powerful in the entire swamp.

Just scroll back in this very thread there are pages upon pages of Aggiehawg and a couple of others pointing out the SES FOUR years ago. Look at how hard it was to fire Peter Strzok because he got SES status in 2016 All the players in the FBI were SES with the exception of Lisa Page and Masked man "SSA 1" Joe Pientka who Grassley outed in 2018.
