First, a "Summons" is issued under Rule 4 of the Federal Rules of Criminal Procedure. It is an alternative to a "warrant". A "Summons" is a notice from the Court for a person -- Danchenko -- to appear in Court on a specific day at a specific time.

When you look at user names you will see some with stars denoting paid subscriptions.
