They were arrested at Dulles Airport and possessed one-way international flight tickets, a rather obvious indication they were under electronic surveillance. I suspect the high bail was set as they would be considered flight risks.

Do not ambassadors serve at the pleasure of the President? Are they not purely political appointments? Is not their job to represent the government of the United States to foreign leaders, not to run foreign policy as they see fit while ignoring instructions from the boss?

The bureaucrats in this country are out of control. If I'm Trump and I win a second term, I would make it the singular goal of my second term to utterly gut the "professional bureaucrats" in the executive branch in all departments, but I would start with State and then move on to the FBI & CIA. Anyone you can't terminate, you demote to the lowest point possible in the crappiest location possible.

Not only that but the host country can request recall of any diplomatic (or CIA for that matter) staff that they don't like.

Zelensky thanked Trump for recalling her. Would imagine that his displeasure with her had been communicated prior to her recall. Most of Giuliani's efforts in Ukraine were under Poroshenko, not Zelensky. Doubtful Rudy had her recalled but guess it's possible if she got pissy enough with him.
