It's not improbable. (i.e. it's not likely, but it's more than unlikely)
Let's play hypotheticals (or POV game): Horowitz wants to remain out of media spotlight until complete. Huber as well. Sessions is the ultimate behind the scenes, and is a willing punching bag of trump to draw the media off sides and give Trump the political capital to remain at arms length from any involvement.
By having the FBI and DOJ deny transparency and deny document handover, this lets Trump bat away at Mueller and Sessions (willingly on his part), all the while keep the OIG investigators (hundreds) busy digging out of the public spotlight. If the docs that are central to the investigation become public too soon, that puts a Metric Gigaton of Political Pressure on Horowitz who is and should be apolitical.
Everything must be on the straight an narrow, and take all the necessary time needed to make sure every i is dotted and t is crossed. Racing to the finish line, will allow for mistakes, and that will allow certain powerful peopl to potentially escape justice.
And think about it from a "providing Trump political cover" standpoint. Trump KNOWS everything already. He gets to make all these wild claims (that will turn out true from certain points of view, but maybe not precise true verbally) and in the end when everything blows over, he gets to CROW CROW CROW about winning, and then enact his revenge on the silent coup practitioners very publicly and very brutally.
