What the FBI needs to do now is get a FISA that will cover their a** and provide coverage on the GOPers going forward. That means, first get a FI on an USPER [US person] connected to the Trump campaign (who looks, in [April] or [May] 2016, like the GOP candidate) so you can then get that FISA. That's not so easy, because they've got to find an USPER with that profile who they can plausibly present as a Russian spy. But they have this source named Halper.
So they first open a PI [preliminary investigation]. That allows them to legally use NatSec Letters and other investigative techniques to keep at least some of what they were doing going. But importantly this allows them to legally use Halper to try to frame people connected to the Trump campaign -- IOW, find someone to open a FI on so they can then get that FISA. However the PI is framed, that's what they're looking to do. It has legal form, even if the real intent is to help the Dems. And you can see why this had to be a CI [counterintelligence] thing, so in a sense the Russia narrative was almost inevitable -- no other bogeyman would really fit the bill, and especially on short notice.
So that's what they do, and Halper helps them come up with Papadopoulos and Page, so by the end of July they've got their FI. Problem. Their first FISA is rejected, but eventually, 10/2016, they get that.
And then Trump wins and Rogers visits Trump Tower. And the Deep State has a fit.

There is a lot more in this article worth reading. I posted this segment because I have never heard about there being a PI (Preliminary Investigation) during an early phase of the scheme. But you can see how this former FBI agent has tied in the private contractors performing 702 Queries, national security letters (NSLs) & Halper. You can see that Halper's meeting with Page in mid July likely proved to be a pivotal point regarding converting from a PI to a FI (Full Investigation). Now if this indeed is what happened, I would assume there would be paperwork involved for instituting the PI. I'm hoping Nunes & Grassley read this article.

Somehow, somebody has to get a handle on the private contractors who were performing the illegal 702 queries. They need somebody to rat out the culprits, but that could be really dangerous for whomever does it. Obama was spying on everybody for a long time. I suspect he has dirt on a whole bunch of politicians. Remember Maxine Water's comment about Obama having a special database?

Everyone needs to hear this, I think Rand Paul is onto something. Gina Haspel either was fire walled from Brennan's dirty business or she's a problem and needs to be watched. Now she wasn't brought in from the field until February 2, 2017 and put under Pompeo and she may well be in the dark, but you'd think as sharp as she is she'd figure it out ex post facto. Hair on my neck is not giving me a good feeling.

That still bugs the crap out of me. Rosenstein is admitting it happened but is using ye olde "intent" escape clause. Since he was a signatory to at least one of the applicable FISA warrants (that we know of) he is saying his "intent" was pure. IOW, he was duped.

This is a gigantic conflict of interest as Rosenstein will clearly be under the IG's investigation, yet the IG has to report back to him. Where are the statements from the ethics officials at DOJ who have cleared Rosenstein's participation in this? At a minimum, Rosenstein's statement should have included his consultation with them as a part. And maybe Rosenstein is just a useful idiot who was out of the loop. But he should be caught up to speed by now. In either event, he is one of the primary witnesses in both the original and expanded IG probe.

An addendum to my above comments. Comey, Yates, Baker, Lisa Page, McCabe, Lynch and others are all gone. Meaning they are not within the IG's control. Rosenstein and Strzok are still there. That makes them to two witnesses with the most knowledge that Horowitz can access. Nor does Horowitz have jurisdiction over the CIA nor NSA. He can request his fellow IG's overseeing those agencies to dove-tail investigations with his but again many of the perpetrators at those agencies are gone.

Rosenstein is in place to obstruct, stonewall, obfuscate and otherwise refuse to allow a proper IG investigation. He has thus far been hostile to Congressional oversight. Lied about the scope of Mueller's investigation attempting to expand it by bootstrapping his August 2, 2017 memo to be retroactive to the date of the original appointment and has given Mueller counter-intelligence authority in secret. He has been caught lying about national security interests as the basis of massive redactions of documents sought by the House and Senate.

But Horowitz has to report back to that guy?
