Watch the interview with Stephen Schuck, the Maintenance Man, on Page 124, only 5 minutes long, and then listen to the audio record of his communication on Page 125, slightly over a minute.
Schuck was called to investigate a fire door that wouldn't open -- only Campos (and Paddock) knew that, so Campos had to have called such info in for Schuck to be notified. Schuck comes down from a higher floor; Campos had to go to another floor, return to the 32nd floor and then go to the end of the corridor. When Schuck arrived on the 32nd floor and began walking down the corridor of the 100 wing, he heard shots. Then as he gets closer he sees Campos hiding in a door inlet/offset. Campos yells at him to take cover, and then the shots are fired through the door down the corridor, just missing Schuck. Schuck said the room door was closed at that time. Schuck calls the 'central' office and tells them about the shooting -- the audio recording. The shooting stops and Campos and Schuck move further away from the door. Security arrives, and more shooting occurs but not through the door into the corridor. Schuck takes his master keys, runs (apparently to another floor/perhaps the ground floor) and turns off the elevators, and then returns to give Security his master keys. (If you watch the 60 Minutes interview with the improvised SWAT Team, the officers responded to a report that Security at MB was under fire from the shooter(s).)
So there is a witness (Schuck) who saw Campos in the corridor and has reported they were being shot at through a closed door, and that shooting occurred again but not through the door. If you are going to implicate Campos in the plot, then you have to include Schuck. Then it is obvious from the above, Security was present as well while shooting was going on in the room.
So Paddock alone did the shooting. The 'Why' (motive), what other accomplices were involved (conspiracy), etc. are the unknowns.
