Non-combatants tend to find a way to GTFO of the way when the shooting starts on either end of the firefight.
Nonetheless, collateral damage can and does happen, but a lot less casualties if someone starts shooting back.

You're making a lot of assumptions. You're firing from the ground up 30 stories, so your bullets have ****-all chance of actually hitting your target while now placing large numbers of non combatants into a new line of fire and giving them no notice that you're doing it until the bullets start flying. Question my military experience all you want, but I was trained to positively identify my target before I started throwing rounds into civilian-occupied areas. I don't know what they trained you to do.
