Broward - provisional ballots not counted. That's widely reported to be the area where the Dems commit the fraud there, and they printed and mailed 180K provisional ballots.

In addition, are there not provisional ballots in the rest of the state, not just Broward, right?

There are. Broward's just known for being dirty. No guarantee the math / margin / percentage holds true in ballots that they are cooking.
