In the MCU, the governments of the earth are concerned about Heroes, and they should be.
Avengers 1 = baddie is brother of Thor
Avengers 2 - baddie is created by Stark
Cap 2 - baddie is Hydra/corruted Bucky
The Avengers are "responsible" for a lot of their villains and the resulting damage.
After CA2, there is no more SHIELD. The Avengers are not accountable to anyone, and they act on an international basis (they were flying into South Africa, Sarcovia, etc).
They are acting internationally with no oversight. You REALLY think governments would just allow them in ALL
THE TIME?
And from what we can tell, Bucky goes sort of rogue in this movie, triggering the immediate fight, and I guess Cap is supporting not hurting/killing him (which is likely Iron man's take.
So in reality Stark is correct, there should be SOME accountability and oversight of the group. What that is and to whom, is of course up for consideration.
Right now I'm Team Cap based on my little knowledge of the Registration Act in the comics and whatnot, but depending on how the movie plays it out that may change.
