is it stupid of me to think it is wrong to keep people out of their flooded homes? don't provide resources to help them get in or out. if the neighborhood is under mandatory evacuation and has been cleared, don't send emergency personnel back in for them. sheriff who is turning people away right now can make that really clear to people going in. people have probably just lost everything... let them try to salvage what they can.

what's to stop someone from saying they are a homeowner then going back there to rob houses.
They could escort homeowners back but that could be messy if you need an officer every time someone wants to go back home to get stuff.

I was in the neighborhood in Addicks where a guy went back to help his sister get a cat and got electrocuted and died. I understand people want to go back and get what they can, but there are some very real risks remaining. I imagine they are keeping people out because it's not safe to return.
Electrocution - lots of houses with 2 ft of water in them and lights still on.
Receding water through storm drains may look calm at the surface and still be dangerous below.
Smelled lots of gas leaks. Houses may be filling up with natural gas.
Many wastewater treatment plants were damaged, and lots of sewers backed up. Severe risk of infection in the remaining flood waters.
We watched people we evacuated by boat wading barefoot back to their houses the next few days... Yes the drowning risk may be diminished, but it doesn't mean the area is safe.

Judge Hebert and FB OEM butchered this. KHOU and KTRK skewered him on air. Hebert was a PR nightmare, unapologetic and defensive. Heads should roll how this was handled, flood be damned. I was not affected but friends were.
Has anyone said what the levels were in the reservoirs before Harvey?
I don't have the Barker reservoir stats open but Addicks dropped from an 80 ft level to less than 70 in preparation for Harvey.
Both were about as empty as you could get but with saturated ground from the wet summer

We have never seen a drop of rising water in the reservoir behind us... until Monday at about 12am.
I believe it took almost 40" of rain in less than 48 hours upstream to get it fill up.

The levels before the storm were essentially dry. Barker had 0 acre ft of water and Addicks had 2 acre ft. Considering that that each hold 200,000 acre ft, they were dry.
However, about 3 weeks ago when we got the heavy rain over night, like 8 inches, Addicks was only a couple feet under Hwy 6 but they managed to drain both of them before this hit. The Corps who deal with these reservoirs is to get them as dry as possible as fast as possible. Always. Having lived by Buffalo Bayou in town, I got used to the bayou being high after every rain storm just to drain them. You just never hear about them except with major storms.

Mayor Turner Issues Voluntary Evacuation Request for Much of District G
Today Mayor Turner issued a voluntary evacuation request for much of District G. If you have any water inside your home, and if you live in an apartment or high rise if there is currently any water on the first floor, in an area bounded by I-10 on the north, Briar Forest on the south, Highway 6 on the west and Gessner on the east, you are asked to get out of your home and stay out for at least the next two weeks.
Given the current water releases from Barker and Addicks Reservoirs by the Army Corps of Engineers, and its intention to continue such releases at the current level, the situation on the ground is not anticipated to change for the next two weeks. Despite requests by Council Member Travis and Mayor Turner, the Army Corps intends to continue releases between 13,300 cfs and 16,000 cfs for at least the next two weeks. If you have water in your home, it will be there for at least the next two weeks. If you do not have water in your home, the Mayor and the Harris County Flood Control District said they currently do not anticipate that you will receive flood water and should be able to stay in your home. If you do stay in your home, please continue to monitor weather conditions.
In issuing his request, the Mayor cited the risk of electrocution, structural compromise, water quality, and critters in the water (including gators, snakes and fire ants). The Mayor acknowledged during his press conference that most of these homes had no flooding as the result of the intense rainfall we received, and were only flooded by the release of water from Addicks and Barker Reservoirs.
If you are in the voluntary evacuation area and need assistance, the City of Houston urges you to call 911. The city will provide transportation to the NRG Park shelter for those in need of housing or residents can proceed there directly.
