In baseball, you don't have to make an election. Teams can draft you, and you turn down the money then go back to school. You can keep your name out of the draft if you really want to (they ask each potential draftee to fill out a form with basic information, and, if you don't return that, then you won't be drafted), but it's not like football or basketball where you have to declare for the draft.
Given how they do the signing pool, if you are taken in the first 10 rounds, that usually means the team drafting you has come to an agreement with you on the bonus. Teams do not want to draft someone in the early rounds and fail to sign them because of how it affects their bonus pool.
