If there is a runner on base, the pitcher should have to throw 4 pitches. You can not convince me otherwise. Make him throw. Make the catcher catch. You are not saving so much time that it helps and you are preventing possible baseball plays from happening.

I agree this speeds up games (which is the intent). But occasionally I enjoyed a wild throw that the catcher missed even on a pitch out that added a crazy dimension.

right. he should have to drive up the PC and be forced to pitch wild but not so wild that the catcher loses it and what if the batter wants to reach over and nab one?

Why would you do an intentional walk if there are no runners on base?

It is a skill to be able to throw a pitch-out (which is essentially what that is).

I completely agree. Make them throw it. It's harder than it should be.
