Yeah, I don't see how he is not balking out of the stretch. He comes set multiple times, lifts his right foot repeatedly. How can a baserunning tell if that lift is the beginning of a movement vs beginning of a pick off

He's not set until he stops. All the movement before he comes is legal.

Because he never truly comes set. It's all part of his motion to come set. Once he stops, he can't do it again. Which he doesn't.
