S Z and N are the same when rotated 180 degrees, not the same right side up as when flipped upside down.

O H I and X are the same no matter if rotated 180 degrees or flipped.

E B D and C are the same right side up as when flipped upside down.

Except I don't think B is the same upside down. The top loop is smaller than the bottom loop.
