They are and they aren't. Most officials work for a couple of conferences so in that sense, they are league affiliated just not exclusively for the one league. For league games, the SEC assigns the three officials based on who they have on their roster of approved officials. For non conference games, the teams usually agree on who does the assignments.CapCityAg89 said:

For the NCAA tournament, you are correct that they then are assigned by the NCAA based on evaluations and recommendations from the teams and conferences.
The other thing to add is they are not a crew like in football. The refs are assigned individually with one designated the head referee for the game. I think it is a mistake to not keep them together as a single crew but that is what college basketball has decided for a number of reasons.
